Donald E. Stephens was the founder and mayor of Rosemont, Illinois.  The City of Rosemont commissioned his sculpture to honor his great contributions to the City.   The sculpture is located next to City Hall.  Omri Amrany designed the figure kneeling as he nurtures the growth of the City as seen in the buildings on the base.  The buildings represent actual Rosemont buildings he commissioned and authorized. Gary Tillery sculpted the figure of Donald E. Stephens.
